Breif Particulars relating to Indian Civil Accounts Service ICAS

a) Appointment will be made on probation for a period of 2 years provided that this period may be extended if the officer on probation has not qualified for confirmation by passing the prescribed departmental examination, repeated failures to pass the departmental examination within a period of tree years will involve loss of appointment or as the case may be reversion to the permanent post on which he holds a lien under the rules applicable to him prior to his appointment to the service

b) If the opinion of Government, the work or conduct of an officer on probation is unsatisfactory or shows that he is unlikely to become efficient Income – tax officer the Government may discharge him forthwith or may revert him to its substantive post, if any

c) On conclusion of his period of probation Government may confirm the officer in his appointment or if his work or conduct has in the opinion of Government been unsatisfactory. Government may either discharge him/her from service or may extend his/her period of probation for such further period as Government may think fit or may revert him to his substantive post, if any provided that in respect of appointments to temporary vacancies there will be no claim to confirmation.

d) It should be clearly understood by the officer in probation that the appointment would be subject to any change in the constitution of the Indian Civil Accounts Service, which the Government of India may think proper to make from time to time and that they would have no claim for compensation in consequence of any such change.

e) Scale of Pay

** Salary Revision since 2002 is not mentioned in this scale

i. Junior Time Scale – Rs. 8,000-275-13,500

ii. Senior Time Scale – Rs. 10,000-325-15,200

iii. Junior Administrative Grade – Rs. 12,000-375-16,500

iv. Selection Grade in Junior Administrative Grade – Rs. 14,300-400-18,300

v. Senior Administrative Grade - Rs. 18400-500-22,400

vi. Addl. C.G.A/Pr.C.C.A – Rs. 22,400-525-24,500

vii. Controller General Accounts – Rs 26,000 (Fixed)

Note 1 : Probationary officer will start on the minimum of the scale of ICAS and will count their service for increments from the date of Joining.

Note 2 : The officers on probation will not be allowed the pay above the stage Rs. 8000 unless they pass the departmental examination in accordance with the rules which will be prescribed from time to time

Note 3 : The pay of Government servant who held a permanent post other than a tenure post in a substantive capacity prior to his appointment as probationer will however be regulated subject to the provision of F.R. 22(B)(1)
